Ballots have already gone out to Missouri voters. Then a court ordered the state to use a different map. That isn't a legal wrinkle, it's a recipe for people to conclude the whole thing is rigged. The Georgetown professor calling this move "procedurally bananas" isn't exaggerating. A federal appeals court took a temporary ruling and turned it into a permanent demand that the state switch to the 2025 map after voting is underway. We don't know if that map is good or bad policy. We know it's too late to pretend this is normal.
