Johnson has three-word answer on whether House will leave early

"We're not leaving." Simple enough, but the fact that Johnson felt the need to say it out loud tells you something about the mood in that building. Congress has a bad habit of stumbling toward a deadline, then quietly finding a reason to hop on a flight home while the actual work sits half-finished. Johnson is trying to head that off before it starts, which is at least an honest acknowledgment of how this usually goes.

The stock trading ban is the item that will get the most attention, and it should. Members of Congress trading individual stocks while they're writing the laws that move those markets has been a slow-burning scandal for years, and both parties have talked a good game about fixing it without actually doing it. If Johnson wants to hold the floor open until that vote happens, fine. Follow through on it.

The defense bill and the stopgap spending measure are the less flashy but more consequential pieces here. Funding the government and funding the military aren't optional chores, they're the baseline job description. It shouldn't require a public pledge to stay in town to get lawmakers to finish that work, but here we are.
